General Counsel

Mr. Crocker serves as General Counsel to Clear Health Pass Holdings, LLC (“CHP”), Authorized Tribal Agent and Program Manager for the Tribal Consortium organized under Sections 16 and 17 of the Indian Reorganization Act (25 U.S.C. §§ 5123–5124).

As General Counsel, Mr. Crocker works directly with CHP’s Chief Executive Officer to develop and execute federal regulatory strategy across the company’s engagement with the CMS, the FDA, and HHS, and collaborates with federal Indian law counsel on matters of tribal sovereignty and sovereign authority. Mr. Crocker also oversees transactional drafting and deal structuring across the consortium’s healthcare and biotechnology portfolio, directs litigation oversight and enforcement defense, leads compliance program design, and manages government engagement and agency interface on behalf of the sovereign tribal principals.

A nationally recognized legal expert in regulatory compliance, Mr. Crocker has been providing professional legal services since 1990, offering counsel nationwide to over 200 public and private companies in technology, telecommunications, energy, healthcare, PPE, and supplement industries.

Prior to joining CHP, Mr. Crocker regularly counseled clients on the special legal requirements of highly regulated industries, including complex corporate transactions, enforcement defense, corporate crisis management, AML/KYC compliance, and federal and state regulatory matters across all aspects of business. His practice has encompassed complex international and domestic transactions and appearances before the Federal Energy Regulatory Commission (FERC), Food and Drug Administration (FDA), Federal Trade Commission (FTC), and Federal Communications Commission (FCC), along with the Public Utilities Commissions in every state in the United States.
