Following the formal federal identification of Rampart™ DL Matrix (Q4347) as a tribally owned product in the December 15, 2025 CMS Federal Register publication, Clear Health Pass Holdings, in its capacity as Authorized Tribal Agent for the Tribal Biotechnology & Health Consortium, has today commenced formal sovereign enforcement activity to protect the tribal authority governing the Rampart™ product line.

The enforcement activity follows the internal review initiated by the Consortium in late 2025 to assess concerns regarding marketplace use of the Rampart™ name and representations made about the sovereign authority that supports the product. The Consortium is acting on the findings of that review through the appropriate legal and administrative channels.

The Tribal Biotechnology & Health Consortium is the sole sovereign owner of the Rampart™ DL Matrix product line. Clear Health Pass Holdings is the sole Authorized Tribal Agent, Exclusive Worldwide Licensee, and IP Administrator. No party other than Clear Health Pass holds authority to represent the Consortium, its member tribal nations, or the Rampart™ product line in any official, governmental, or commercial capacity.

What this means for tribal health and tribal nations

Sovereign enforcement of tribal IP and tribal authority is a prerequisite to long-term tribal economic development in regulated markets. If tribal names, tribal authority, and tribally owned products can be appropriated without consequence, the federal designations that recognize them lose their meaning. By acting publicly and through proper channels, the Consortium establishes that tribal IP enforcement will be conducted with the same rigor as the federal engagement that preceded it.
